Western Terminus of Route 401926 to 1939City Hall PlazaOakland, CA 94612 In its original 1926 design, Route 40's western terminus was at City Hall Plaza in Oakland. Faced with the daunting task of crossing the San Francisco Bay, highway planners simply ended the highway here. Even though the intent was to make Route 40 a transcontinental route, the original design left the highway about 11 miles short of that goal. (Later, they would make use of Ferries and the Bay Bridge to span the Bay.) City Hall Plaza (know known as Frank Ogawa Plaza) is a meeting place for four major roads: San Pablo Avenue (Route 40), Broadway (Route 50), Telegraph Avenue (from Berkeley) and 14th Street (a major east-west thoroughfare in the city).
